What is typically included in a PPE? I have had one done on a prospective horse before but can't remember what it all included.
The horse is a 5 yr old TB, did race a little bit but was "not fast enough".
What would you have them look at?

Id do a full vet exam on an ex race horse, especially xrays.

the lower joints and hooves, they run them young. Kind of like asking a 6 month old child to run ya know. JMHO

I would have them do flexion tests on all four legs, thorough exam of the knees and lower leg tendons. Ex-rays will give you the best idea of what may be going on if anything. I've never had exrays done on any of the horses I've bought but I can see them being pretty darn helpful...

Depends a lot on how much you are intending to spend on the horse and how much you want to risk.
I would at least do a visual soundness exam with flex testing with a good vet. That kind of exam might be $150. If you're spending more than a couple thousand dollars, then x-rays might be a good investment, but you're starting to talk in the few to several hundred dollar range for that.

When I had Bailey checked out, the vet checked eyes, heart, lungs, soundness in hand and under saddle, overall conformation, flexion tests. She also offered as additional options to have x rays, drug tests, etc.
Is the horse right off the track? or someone has had him for a year or two since he finished racing? If he's right off the track, a drug test may be a good idea to see what kind of drugs may be influencing him. all the horses Ive seen right off the track have been LOADED with steriods.

Sounds like you shouldn't have to worry about drugs from racing, and the lady doesnt seem to be trying to hide vices, she is stating very clearly that she is a very green horse.
If she sounds like something you'd be interested in go (with someone!) to see her and if you are still interested, arrange for your vet to do an exam on her.
